In New York State, a landlord has a duty to take "minimal" precautions to protect tenants from reasonably foreseeable criminal acts. The lowest minimal security duty required of a landlord is a functioning locking entrance door.  The law does not require a landlord to provide the optimal or most advanced security system available, but only reasonable security measures.
